Aim for roughly 70-160 characters. Google truncates by pixel width rather than character count, so a description full of wide characters can be cut earlier than one of the same length in narrow ones. Treat the range as a guideline and check how it reads once shortened.
Not directly — Google has said it is not a ranking factor. It affects whether somebody clicks the result you already have, which is why a page can hold a good position and still get almost no traffic.
Google rewrites descriptions when it judges a passage from the page to match the query better. That is a signal your description is too generic for the query, not an error to fix in the tag.
Google composes one from the page text. It is usually serviceable and occasionally awful — an unfinished sentence from mid-paragraph, or your cookie banner.
